How appropriate: Its amazing to me how much you could take this paragraph and use it to describe the exact same thing happening today in more modern institutions. Its surprising to me how universal this tendency is for a person to get by in institutions with everyone generally acknowledging that they are unfit for any job. To me this is the #1 sign of a corrupt and poorly managed institutional culture - typical in government beaurocracies and large corporations.
